GaffordIn the early 1980s; the American armed forces realized they had to consider the possibility of fighting a non-nuclear war with the Warsaw pact in and around Europe. The various services reacted in various ways. In the US Navy; one result of this consideration was the publication of this book which proposed an approach to modeling conflict between the USN and Soviet naval forces. Since there is not a Look Inside on this volume we need to spend a bit of time seeing how this text is organized.After a brief introduction; Hughes postulate five cornerstones - Men Matter Most; Doctrine is the Glue of Tactics; To Know Tactics; Know Technology; The Seat of Purpose is on the Land; Attack Effectively First. Then he historically reviews the age of sail; the transitional from sail to steam up to 1914;and world war 2 from the point of view of both weaponry and sensors. Next there is a shift of gears to consider great trends and great constants seen from the point of view of combat operations and technology. Following that is a chapter on tactical variables. Then Hughes arrives at what might be seen as the heart of the book; a simple model of a Blue attack on Red onshore naval and air assets. The book finishes with some reasonable concluding remarks.So how relevant is this book today? During the post Cold War period of unchallenged American power; our Navy; together with our other armed forces; took on the role of world policeman. In that context the value of this work seemed much diminished. But now with a regionally strong and building Chinese navy and revanchist Russian foreign policy and actions; it is no longer quite so inconceivable that the USN might have to wage a fleet action against a technically advanced enemy. The lessons of this book now seem more relevant. To look at one specific and topical point; Hughes quite clearly and cogently questions the value of high ship speed at the expense of firepower and combat sustainment. The recent decision to curtail production of the current LCS design indicates someone in the E ring must have re-read this book.One other reason to read this book is the interesting viewpoints on naval history starting with Nelson and going through Arleigh Burke. A must-read for naval officersBy A CustomerCaptain Hughes is the first person to formulate a method of tactical thought geared for naval officers (vice policy-wonks in the world's defense establishments). While on initial perusal; the book appears to be a historical survey; Hughes actual aim is to inspire naval officers to develop a methodology for tactical analysis which can be applied to real-world tactical problems. He provides simple examples of operations research models of naval combat. These models do not provide the "answer" to tactical problems but rather provide the means to formulate tactical principles in a systematic fashion. One doesn't have to be a mathematician to understand this book; just someone open to new ways of looking at an old problem.
